Urban Sustainable Mobility Plan
Project overview
The development policies and measures defined in the PUMS cover, with an innovative vision, all forms of accessibility to the territory (pedestrians, bicycles, public transport, cars, etc.) public or private and involving passengers and goods. The PUMS has defined a series of project lines, coordinated with each other, underlying a common strategy, Trieste sustainable city, through a mix of strategic infrastructures and policies on mobility. Due to the existing interrelationships between the municipality of Trieste and its neighboring municipalities, the study area is extended to all the municipalities of the UTI Giuliana for a territory that altogether includes about 234,000 inhabitants. The preparation of the multimodal model of urban mobility made it possible to evaluate and compare the most effective actions by configuring, for the 2025 and 2030 horizons, two project scenarios.
Surveys (interviews and counts) were conducted to understand the needs of Trieste citizens who expressed their views on critical issues and insights/suggestions for improving "getting around Trieste" (private and public mobility, freight). The recovery and redevelopment of the central area are refined through new traffic regulations supported by reinforcing actions for public transport (optimization of the LPT network, new intermodal hubs, new hectometric systems) and complemented by a series of actions to encourage soft mobility (new bike lanes and new 30 zones) all aimed at decongesting the central area, encouraging car-bus-bicycle modal diversion. Trieste's Biciplan defines new bicycle routes tripling the current bicycle network and proposes 17 new Zones 30. Part of the PUMS is the development of a PEBA (Architectural Barrier Elimination Plan) to identify a network of "accessible to all" routes. The environmental and emission characterization of the PUMS was done by comparing the current situation with the project scenarios.
The PUMS was approved in the City Council on July 27, 2021.
