Sustainable Urban Mobility Plan

Overview

The Region of Sicily plans to launch the tender to assign local public transport services and has developed a Regional Transport Plan that specifies a new integrated network model. The Plan identifies 4 territorial reference areas (Palermo-Trapani, Catania-Siracusa-Ragusa, Messina, Agrigento-Enna-Caltanissetta) and proposes the rationalization of the service by road, to avoid overlapping (identification of the Minimum Services), and the hierarchization of services. Rail transport plays the role of the backbone structure and road transport plays a linkage role. For the rationalization of the minimum services of interurban road transport, the Plan provides for the carrying out of the following actions:

  • Ensure complete coverage of the mobility demand throughout the region in the connections between the various municipalities;
  • Maintain at least one connection per day and extend to the entire year the services consisting of only one connection per day;
  • strengthen some high-demand connections (e.g. Bagheria – Misilmeri)
  • strengthen the services in the internal areas with development strategies (SNAI areas);
  • integrate (also hourly) the road and rail systems with the elimination of overlaps;
  • strengthen road traffic in rail overcrowding situations;
  • integrate/intensify linkage services to railway stations (Acquaviva-Platani).

Starting from a km total of about 60.4 million vehicle-km/year, the services rationalization process has led to a reduction of about 9% of the initial total. The new km total also includes a portion to be allocated to on-demand services to be divided among the 4 territorial areas.

Services

Sintagma’s activities regarded:

  • graphic reconstruction of the current offer to determine network coverage starting from the database provided and processed with the Region and analysis of the demand;
  • rationalization of the minimum regional services to serve as a basis for tenders;
  • identification of the km total to be attributed to the on-demand services;
  • hierarchization of the network in 3 levels (first, second and third level)
  • assignment of the vehicle-km to each of the 4 territorial areas;
  • organization and management of participation processes with companies
